Wastewater Facility Upgrade and Building Evaluation

Wright-Pierce performed an evaluation of Windham's aging wastewater treatment facility to determine how the existing structures could be best utilized in the planned upgrade. The existing facility included several buildings that were almost completely abandoned or underutilized. Other existing buildings such as the headworks building and the operations building were in very poor condition.

The outcome of the evaluation determined that the most cost effective approach was to:

  • Demolish the existing headworks building and construct a new structure.
  • Phase out the use of the current operations building which currently houses administration and spaces occupied by the staff.
  • Re-use the (almost) abandoned control building by demolishing the upper floors and constructing a new 7,000 square foot administration building over the existing basement. This provides expanded office, bathroom, locker rooms, and laboratory space and full accessibility to persons with a disability, in compliance with the codes.
  • Construct a new 5,300 square foot maintenance garage.

Wright-Pierce completed the detailed design for this 16-million dollar project.

  • Need for administration and other occupied spaces for the staff.
  • Need for garage space to facilitate the operations.

Solutions

  • Planned phasing out and demolition of buildings that could not be cost effectively
    re-utilized.
  • Renovated the neglected control building into a new administration building.
  • Garage space constructed to facilitate the operations.
