Wright-Pierce’s Tampa office is kicking off the highly anticipated Pinellas County Find and Fix Gravity Sewer Rehabilitation, a progressive design-build project in collaboration with Gulf Coast Underground. As the lead design engineer, Wright-Pierce will leverage the expertise of our Tampa-based staff—including infrastructure assessment personnel, GIS specialist, and collection system engineers—to improve the resiliency of the wastewater collection systems near the Harbor Bluffs and Lake Seminole areas. The project is part of a larger program by the County to proactively identify and address infiltration and inflow sources.
Wright-Pierce Services
During Phase I of the Pinellas County project, our team will draft and implement a condition assessment plan to collect information and evaluate the condition of the collection systems, covering approximately 95,000 linear feet (LF) of gravity main, 41,000 LF of lateral pipe, and more than 450 manholes. The investigation will involve flow monitoring, smoke and dye testing, manhole inspections, and closed-circuit television inspections. Based on the findings, our engineers will proceed with the preparation of GIS-based construction documents for the priority areas, a strategy Wright-Pierce proposed as a cost- and time-saving approach to the County.
Phase 2, which is expected to span four years, will involve the construction of the improvements based on the designs developed during Phase I.
Project Leadership
Wright-Pierce’s team will be led by Senior Project Manager Antonio Serbiá, PE, Assoc. DBIA, ENV SP. Antonio joined Wright-Pierce in 2024 and brings over 30 years of engineering planning, design, and construction-phase experience to the project team. As Senior Client Service Manager Dennis Davis PE, Assoc. DBIA, puts it, “Antonio is already a pivotal player at Wright-Pierce. He has quickly become a vested member of our wastewater engineering team and demonstrates an aptitude for managing similar collection system projects, such as our ongoing Shingle Creek and Bermuda Estates Gravity Sewer Rehabilitation for the Toho Water Authority. His previous work as Contract Manager for Pinellas County’s Wastewater Collection System Improvement Program has helped to familiarize him with County procedures as well as the project area for the prioritized zones. This familiarity, as well as his certification as an Associate Design-Build Professional®, will aid in achieving the County’s desire to streamline the design and construction processes through the progressive design-build delivery method.”
